Plug in issues

Plug in page does not exist. I typed in our username.wordpress.com/wp-content/plugins/ to install a new plug in. However, I keep getting the following error message:
“Lost? Our server sentries tell us you should probably not be here. Maybe you are lost? If you are sure this is the place you are trying to go, please contact us and we will be happy to help.”
I have been on every tutorial for Plug ins and this issue doesn’t seem to exist elsewhere.

While plugins are common on self hosted WordPress sites, due to security concerns, they are not available on WordPress.com. There is more info regarding WordPress.com and plugins here:
However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/

I was hoping to add a “popular pages” to the right hand side bar. Oh well. Maybe I will need to look up another way to do it via the widgets section? Do you have any creative ideas for how I would add this without access to the HTML info for the blog?
