Plug Ins option is not on my dashboard.

I have a premium account but do not have plug ins as an option on my dashboard or anywhere else that I can see. What am I doing wrong?

While plugins are common on self hosted WordPress sites, due to security concerns, they are not available on WordPress.com. There is more info regarding WordPress.com and plugins here:
However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/

This did not answer my question. The plugins option is not on my dashboard. All of the documentation on how to install plugins, shows a dashboard that looks like this:
Apparently I don’t have the ability to put a screenshot here of my dashboard to show you that mine doesn’t have “Plug Ins” anywhere on the list.
Please advise as to how I get Plug Ins as an option on my dashboard. I am comfortable with my ability to select and install them based on the direction provided in the Codex, but I cannot get out of the starting gate with this issue.

There is no way to install a plugin on a WordPress.com site. It is not an option. All WordPress Codex instructions are for WordPress.org self hosted sites.
