  I have a free site currently and is taking a WordPress class. I do not see free plugins to install as of today. It is saying that I have to have a business account in order to download plugins. Is that correct? Or I need to pay 4 dollars for the personal
  Wordpress which does not have free plugins? Help with this because I have spent a lot of money on courses to learn WordPress and now I can not learn without paying more money. Thanks Lori

  Yes you must upgrade to the Business Plan to upload plugins. A possible solution is to install wordpress.org locally, https://codex.wordpress.org/Installing_WordPress#Installing_WordPress_on_your_own_Computer
