I do not see the option for Plugin underneath my Appearance menu. Why is this? Im trying to upload a plugin to my site but I do not know where to do it.

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.

Ok, I understand. Can I install a plugin in any theme that I purchase? How will I know if its compatible. I want to install the Smart Bar from sumo on my site. Thanks in advance!

You cannot use plugins in any WordPress.com blog. They are only for WordPress.ORG blogs hosted elsewhere.
