  You can only add a plugin to a ‘Busineess’ account. Assuming that’s what you have, take a look here https://en.support.wordpress.com/plugins/adding-plugins/

  To use plugins at WordPress.com requires upgrading to the Business plan. However you can easily put a contact form on a free WordPress.com site: https://en.support.wordpress.com/forms/contact-form/
