  We are unable to update anything with our website as our PLUGIN section is missing.

  What is the site URL that this is in reference to?

  Plugins can only be installed on WordPress.com if you have the Business Plan Upgrade:

  https://wordpress.com/business/

  They are usually used for WordPress.org installs which run on different software.

  When did that change? We had access to plugins about a month ago.

  That is a self-hosted WordPress.org site, which we really can’t help with here.

  To clear up any confusion, WordPress.com and WordPress.org are two different entities: http://support.wordpress.com/com-vs-org/
