  I notice on your paid packages it mentions plug in upload available. does that mean on your free version or smaller personal paid packages I can not upload a plugin? if you don’t offer the plugin I need?
  which package has WooCommerce?

  You’d need the Business plan to install your own plugins and WooCommerce https://wordpress.com/business/
