  There’s 2 different versions of WordPress, and therefor, 2 different possible answers.

  Yes, you can use plugins for free with the open source WordPress.org software. That requires you have a domain and hosting, though. More details at https://codex.wordpress.org/Getting_Started_with_WordPress
