While plugins are common on self hosted WordPress sites, due to security concerns, they are not available on WordPress.com. There is more info regarding WordPress.com and plugins here:

i already have a self-hosted website working with wordpress, but i just started a new one, related to a complete different topic because i wanted to have the shopping cart plugin, which seems very convenient since you can have a “name your price” option for buyers. -
I’m afraid that ecommerce solutions are limited on WordPress.com. We do offer this:
But many bloggers find it to be a little more than they need or are interested in paying for.
Another solution is to prominently link to an Etsy or Shopify store.

Unfortunately i do not know of any other shopping cart with this pay-what-you-want option, so i may just as well do my own thing taking orders through emails while displaying what i have to sell on the blog -
You know, I’m not sure I know of any either. You could do a “by donation” thing using a papal “donate” button. But that’s not quite the same thing.
