I have made an account to build my website. I cannot download any plugins for free as I was able to do on my previous account for another project. The only option is to pay 180 euro.

It sounds like your other project is one that used a self-hosted websites, which are sites that you create on a “traditional web host” like Bluehost, GoDaddy, etc.
With those providers, you must pay for hosting, but they use the free open-source version of the WordPress software, which is the more DIY oriented version of the platform, and does allow you to upload plugins and themes.
On WordPress.com we’re a bit different because we are a managed host and provide support, security, backups, spam filtering, and other things that you would normally need to do for yourself if you are using the self-hosted version of the platform.
In exchange for managing the technical details of your site, we do require an upgrade to be able to upload plugins, which also allows us to offer priority support including live chat for realtime help.
