  By clicking on “My site” and scrolling down on the left and clicking on “Plugins” you can see all the popular pre-loaded plugins you can use here on WordPress.com and the extra ones you can access by purchasing an upgraded plan. No other plugins can be installed.

  That’s to add someone to the site as an administrator. That’s not member specific. Thank you though
