plugins not appear in dashboard

Hello ,
I had created my own blog on worpress.com with name saandipani.wordpress.com , which is free one.
Later i have map this free blog to saandipani.org , i maped my free blog to purchased domain.
saandipani.org is registered with wordpress.com, and i paid $ 18 for that.
Now i have two domains on my dashboard – saandipani.wordpress.com and saandipani.in
out of this two , saandipani.org is primary one.
My question is – why i didn’t get plugins option on dashboard?
Can i use plugins on saandipani.in?
What i need to do for that?
