New posts can be created from My Sites > Blog Posts > Add:
https://wordpress.com/posts/my/stevecorber.wordpress.com
You also have the option to create pages from My Sites > Site Pages > Add:
https://wordpress.com/pages/stevecorber.wordpress.com
This is the same for all plans — free or paid :)
