Premium and Themes

I can’t seem to find an answer to this, hopefully someone can help. Can I buy and activate a premium theme without purchasing the $99 yearly wordpress upgrade? Or would it be best to buy the $99 upgrade and if that is the case, will I have access to all premium themes? I’d love to upgrade but totally confused on the best way to do it. If it helps to answer this question, my site will have original audio and video content.
Here’s a concern. If I buy a premium theme and not the upgrade, would I still have an option to upload audio or video to my site, without the need to embed links from youtube for example.

Despite the similar name, WordPress.com Premium doesn’t include any of the Premium themes available here:

You would still need to purchase WordPress.com Premium in order to do that. A premium theme would not give you that ability.
