  Hi! I’m thinking of trying premium plan, which states I can pay ~¥1,000 per month. But when I tried to register, there was only 1 option for annual payment (~¥12,000).
  Does it mean I actually can’t pay monthly?

  All WordPress.com upgrades are billed yearly. There is no monthly payment option, I’m afraid. Monthly pricing is just displayed for comparison.
