  To transfer a domain, it says its $18.00 per year. Does this include the domain registration and the wordpress site? Thanks.

  Yes. The domain registration would be transferred over to us. That price is built in to the personal plan which would allow you to map or transfer that domain to us. See here: https://wordpress.com/pricing/
