Primary site email cant log into wordpress because im not recieving otp

  Hi, the primary site owner of this email upgraded the wordpress package and since the upgrade he has been locked out of the account by virtue of not recieving otp, he applied for the account recovery but its now 2 weeks with no feedback from wordpress, how can we be helped to get back into the account?
