problem in a template

but i want when open it on mobile device, see it like this: http://prntscr.com/656x5f
how i can set it?
if it is not possible, so how i can add menu custom in responsive file just for mobile devices? means what is code for show menu ? cause i want set display none, then put menu code in home.php and then set it at responsive for just show it in mobile devices, but i dont know menu code for put it in home.php

The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.Relevant support docs:
