problem in updating and installing new plugins and themes

I can’t seem to find a way to install new themes and plugins. It looks like there is a problem since there are no options to do so on my dashboard. kindly look into this and help me out.

It sounds like you are trying to install a third party theme and plugins for a self-hosted WordPress.org blog. Third party themes and plugins can only be installed on WordPress.com if you have the Business Plan Upgrade:
https://wordpress.com/business/
They are usually used for WordPress.org installs which run on different software.
If you do not want to go with the Business Plan but want to stay with WordPress.com, the good news is that WordPress.com has hundreds of available themes that you can activate (many for free), and they are found under Appearance > Themes
