Problem linking to document from text in page

I have done this many, many times before but it is no longer working.
I upload a pdf document to my media and then try to link by highlighting text and inserting it – nothing happens!
I have tried clearing cookies etc as that was suggested in a Google search and still doesn’t work.
Any ideas? -

On what site are you working? The account you’re using to post here does not own any sites on WordPress.com.
