There is no FTP access and no blogger installed plugin capability on free hosted WordPress.com blogs.
http://en.support.wordpress.com/ftp-access/
http://en.support.wordpress.com/plugins/
That only exists onWordePress.ORG installs. There is no upgrade you can purchase here that provides FTP access and the ability to install plugins.
You have three free workaround forum options: http://onecoolsitebloggingtips.com/2012/04/23/wordpress-com-forum-options/
One approach is to register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.
a custom link to the forum in it.

But i have purchased domain .com so why still i am not able to get the admin control.
And i dont want to map it through wordpress.com so what is the procedure ?
I want forum on my site and not using the link of others site. Please help

Because purchasing a domain gets you just that: a domain. Nothing else. It does not change your hosting situation or the other options of your blog.
If you don’t want a WordPress.com blog, buy hosting at $120 a year and up, install software from WordPress.org, connect your domain to the new blog, and away you go.

ok now i got it.
So i have to buy hosting also.
But i want to keep my site content and url : http://www.faltugs.com as it is.
So can i keep it ?? -
Sure. You Export the contents of this blog, Import them on the new one, and change the nameservers to point to the new blog.
