  someone is posting comments on internet with my name and surname, using my email, so the comments appear with my photo.
  is there a way to make it impossible to do?

  Yes. You can either sue them, or you can file criminal charges.

  Are your referring to a blog that is hoisted by WordPress.COM or not?

  Aside from the links that Timethief has posted, this is not something that WordPress.com has control over. You may need to consult a lawyer if this is causing real issues in your personal or professional life.
