So I have limited experience in marketing at the moment and I would like to know if it would be possible to add a domain name (I purchased from third party) using the lowest-priced plan. More importantly, am I able to purchase a wordpress template design from another source (third party) and attach if I am to purchase the lowest-priced plan. I hope I can. Thanks!

In order to use your domain hosted elsewhere with your WordPress.com site, you’ll need to change the domain nameservers at your domain host, and point them over to WordPress.com. Our nameservers are:
NS1.WORDPRESS.COM
NS2.WORDPRESS.COM
NS3.WORDPRESS.COMThen, you’ll need to purchase the mapping subscription upgrade via one of our plans so that you can map your domain over to your WordPress.com site.

You are not. Third party themes can not be uploaded to a free hosted WordPress.COM blog. They are for WordPress.ORG installs which run on different software.
The good news is that WordPress.COM has hundreds of available themes that you can activate (many for free), and they are found under Appearance > Themes
