Purchase of website hosting and Domain name

I Pupu Baba purchased a hosting on personal plan for a year with free domain name on 22.04.2019 by making payment of Rs 4200/- and started building a website step by step. But whenever logged into my dashboard for making website I always found a message for upgradation of my hosting plan. Consequently I upgraded my plan to premium on 05.05.2019 by making payment of Rs 5400/-. Now I tried to login my dashboard but I am not finding the features of PREMIUM hosting there.
Second premium hosting is priced at $8 per month and $ 96 for a year which means that in Indian Rupees it is 96X70 (approx) equal to Rs 6720. But I paid Rs 4200 plus 5400 equals INR 9600/-.
I am not able to understand as how and why I was charged extra whereas at the time of upgradation the cost previously paid should have been included and deducted from total cost. I am presuming that I have paid extra and please refund the excess amount that I paid to wordpress
Thirdly, I am not finding my website upgraded with the purchsase of new PREMIUM plan
Fourthly I am not finding a website Launch button on the dashboard which initially was there on the dashboard.
Kindly help me and advise on above issues.

The account you’re using here has never made a purchase with WordPress.com. I think that might be causing some of the confusion. Can you sign in to the account where these transactions occurred? From there we can take a better look at things. Thanks :)
