Purchased domain redirecting to old one

Two part question:
1 – it was advertised that the “First year [is] FREE” for all new domain purchases, however when proceeding to the checkout, the $24AU cost is incurred.
2 – there is no indication in the domain purchase process that a PRO plan is required for the new domain name to replace the old one. For this reason, can someone please advise the best course for seeking a refund?
I purchased a legacy plan on a different account about 8 months ago, which was only $60 or so, and was choosable alongside a range of other relatively cheap plans that have been replaced by the very expensive ($240AU) PRO plan.
If a user purchases a domain, what is the justification for forcing a PRO plan purchase, simply to have that new domain function properly?

The domain is free for the first year if you purchase our annual plan.
2 – there is no indication in the domain purchase process that a PRO plan is required for the new domain name to replace the old one. For this reason, can someone please advise the best course for seeking a refund?
You can go to your Purchases page (https://wordpress.com/purchases/), select your domain, and cancel it. This will automatically issue you a refund.
Please note that this will cancel your domain, and it may be unavailable for a while to register it again.
