  I am trying to create multiple websites. Can I use the Premium Upgrade to create as many sites as I want? Or do I pay that price to upgrade each individual site?

  WordPress.com upgrades only apply to a single site at a time. You would need to purchase WordPress.com Premium for each site you were creating.
