Hi I have word press & I don’t have a host right now. I just want to build my website fully first without a host, but I must pay for a domain name right in order to go to the next step with downloading woocommerce etc. But I don’t need a host if I’m not going live on the internet right?

When you say you have WordPress, do you mean you downloaded the software?
In that case you’re using the open source version of WordPress made on WordPress.org, which is not the same thing as WordPress.com, the hosting provider. Support for that version of WordPress can be found at https://wordpress.org/support/forums/
The WordPress software is designed to run on a web server, in other words, it must be hosted in order for you to use it. However, you can host it locally on a virtual server on your computer, using special software.

Note that a site you create locally like this cannot be uploaded to WordPress.com, so once you’re ready to go live you’ll have to get a hosting plan with another hosting provider like Bluehost or GoDaddy, if that’s the process you want to follow.
