  There’s a whole article about how to do this, which is no longer applicable because WordPress’s new and worse customizer interface does not match the tutorial. I can’t find how to add/create a new menu.

  What article are you trying to follow? You should be able to add a social links menu as explained here:

  Create a Social Links Menu

  If you prefer to use the WP-Admin menus interface rather than the Customizer you can still do that as well:
