  We were testing GCP wordpress servers and it posted blogs that we do not want posted. If I try to close the account, I get an error that says I have an active subscription and cannot close the account.

  I tried to permanently close that account and I get an error that I have an active subscription. I also see no active subscriptions.

  There are 3 blogs that are live or hidden in the account. I believe these are from trials on Bitnomi WordPress sites that we created in GCP. Those servers have been removed long ago.
