  The user account was not closed. All that happened was that you canceled the WordPress.com Personal plan that you had purchased for http://topdollar327.wordpress.com/.

  You can simply log back into that user account and repurchase the WordPress.com Personal plan for your site. If you have any troubles, please let us know.
