Reactivating blog author accounts

Several members of my team have had their accounts automatically deactivated due to lack of use, preventing them from logging in and publishing blog posts. How can I reactivate their accounts? Removing them as users and readding them does not work, as WordPress says their email address is already in use.
I don’t have a site with WordPress.com yet

Hi there,
That blog is not hosted on our platform (WordPress.com). It uses the WordPress software and it’s part of the Gov.uk network. Therefore you need to contact your network administrator or whoever else is responsible for that blog.
