Recommendation for a map/polygon plugin

    Our site is for a nature reserve (“preserve” if you’re from the US). I want to correlate bird sightings with map locations that have specific habitat types. Ultimately these need to be stored in a database. I want to be able to define polygon overlays on photographs of our wetland area such that if someone reports a particular species and uses our website to state where they saw it, the software automatically tags the sighting with the habitat type as well as the location designation. I do NOT want to use Google maps. I have searched through a number of plugins but wonder if someone has any ideas or can recommend a particular plugin.
