  I deleted my site thecoutourist.wordpress.com – I am trying to create again but it’s saying the web address is already taken because I deleted the site. Is there anyway I can recover the site or use that name again?

  You deleted it. As you are aware, there are three warnings and an email confirmation all saying that deletion is permanent and irreversible. Therefore you will not be able to get that URL again.
