1. Redirect would be used if you moved off of wordpress.com and to another service or host and wanted all traffic to your old wordpress.com site to be directed to your new site.
Domain mapping is if you want to use your own domain name and have your blog from here at wordpress.com appear under that domain name.
2. You would use the redirect to send all your traffic from your site here to your new self-hosted site.
3. If you self-host a site on a third-party hosting service such as bluehost or dreamhost, etc., then you can do as you wish (as long as what you do is within their terms of service.

i already have self-hosting now, and I want to have traffic go from my existing wordpress.com blog to my new WP install which is in a directory on the self-host server.
new version of my blog is installed and ready at newselfhost.com/example
My wordpress.com blog address was upgraded and mapped and is now example.org.
very simple question:
If i pay for a redirect, will a visitor still see only the example.org URL after redirect, or will it show the URL where the site is redirected to?
as in, will it then show:
newselfhost.com/example/index.php

visitors will end up on and see your-new-site.com – they should not see your old URL

drat!
thanks so much for the response, trying to keep the old registered domain intact, can’t get in to change the nameservers and just point it over. grrr….
