I have Requested for a Refund and Got a Confirmation email on 02/17/17. The Email said The following upgrade has been cancelled and $73.00 refunded:
It may take up to 7 days for the refund to appear in your account.
It has Now been Past 7 days and I have yet too see my Refund.The blog I need help with is: (visible only to logged in users)

As @timethief indicated, those are business days, not calendar days :)
But it also varies from bank to bank. We issue the refund immediately on our end, but your bank has their own timeline for processing the transaction before it will appear on your statement. If you haven’t received the refund yet after two weeks, please follow up with your bank directly. You can use the transaction ID appearing on your receipt as a reference.

The Amount That was emailed to me of $73.00 was not the amount I have. only $26.00 was Refunded I need to speak to someone about this matter. Is there a Number I can call?

Right, I see only the
$26 amount was refunded as of 3/3/17 in My Bank Account. I am Still waiting To see The $73, Should I be expecting it sometime This week? -
I would expect that to show in your account already. Please follow up with your bank directly. Once we issue the refund instruction to our payment processor we no longer have access to the funds, but it’s possible something went wrong in processing it on your bank’s end.
