Regarding Website Down

Recently developed my business website by the developer in word press and also made live. Due to services issues of the developer we snapped the business ties with him. Sudden surprise come to us that now our website is not live and when trying to browse it directs to the http://www.xxxx.com/wp-admin/setup-config.php . error shows as
‘Error establishing a database connection
This either means that the username and password information in your wp-config.php file is incorrect or we can’t contact the database server at localhost. This could mean your host’s database server is down.Are you sure you have the correct username and password?
Are you sure that you have typed the correct hostname?
Are you sure that the database server is running?
If you’re unsure what these terms mean you should probably contact your host. If you still need help you can always visit the WordPress Support Forums.Try again’
When we checked with host provider they told us that there is no problem from server side and it has some link with wordpress account and configuration might have been tampered by the developer. Now we do not want to work with the same developer again . Any body can throw some light so that website will be restored and in future same problems will not be encountered.
Request very very urgent help on this from the experts. -
