The first set of instructions, labelled ‘Register a New Domain,’ seem to imply that a domain cannot be purchased for a free plan–‘(y)ou can…(register) a new domain if you have purchased a WordPress.com plan.’ The second set of instructions, labelled merely ‘Domains,’ seem to imply that one merely needs to have a plan (free or otherwise) to be qualified to purchase a domain–no mention at all of a required purchase of a plan. (‘Adding a domain to your site…requires a WordPress.com plan.’) Can I or can I not purchase a domain for my free plan?

Domains are no longer available for purchase or mapping individually. They are included with WordPress.com Premium. This change has been made as we work to offer the best combination of value and performance for users while still offering a completely free product for those who do not wish to purchase any upgrades.
A great way to go if you are not interested in WordPress.com Premium is to look into setting up a self-hosted WordPress.org site through a hosting provider such as Bluehost, GoDaddy, or Pressable.
