Registering domain, And the difference in URL of Blog and having domain URL

I’ve tried to rergistered my domain as http://mariansite.net and .com and icoudn’t findt it anywhere.
i’ve curently blog “marian’s pagewordpress.com” but Ilike to create Static Page.
Any help/advice?
BTW your design of The WORD PRESS is not at all user friendly. The information is scattered all over the place

You can register a domain by adding it via Store -> Domains in your blog’s Dashboard: http://en.support.wordpress.com/domains/register-domain/
As for creating a static front page, please follow this guide: http://en.support.wordpress.com/pages/front-page/
