  We would like to reinstate a Site taken off in March of this year, but it was not backed up. Can we ask WordPress to retrieve it for us and get it going again on WordPress.

  I’m afraid this isn’t possible as deleted sites on the wordpress.com platform are purged 30 days after deletion and the URL gets blocked forever.
  If you didn’t make a backup yourself, I’m afraid all content is lost. You could try the Wayback machine to see if they have taken shots from your site, https://archive.org/web/
