Rejected my Business plan

  I tried to buy the yearly business plan, but it is not taking my payments. It is rejecting the payment saying that purchases are currently disabled and to contact you to re-enable purchases. I tried to buy it yesterday it also rejected. Can you kindly check and tell me what’s my mistake? And why its not taking my payment.
