  In general all sites on WPcom come with a theme activated. If you want to activate a different theme, you can do that from the Design>Themes dashboard of your WPcom site. If you want to customize a WPcom theme you’ve activated, you would need the Custom CSS upgrade that is included in the WPcom Premium, Business or eCommerce plan. https://en.support.wordpress.com/custom-design/custom-css/
