  Hi, i have set up a free site forgetting i had paid for this. Can I transfer all the stuff from my new blog to this site if I pay the renewal fee?

  Yes, if you post in this thread under the account that own the upgrades, we can help you with the transfer. If you have a domain upgrade, you will need to make that transfer on your end. Here is the support page on transferring domains:
