What is the payment problem you are facing? Might be useful to make sure you don’t have the VPN on.

On WordPress.com, Live Chat is a premium feature available to users on the Explorer, Creator, and Entrepreneur plans. If you are on the Free or Starter plan, the chat option won’t appear automatically.
However, since you are having trouble with a payment, you can still get direct help:
Use the Contact Form: Go to https://wordpress.com/help/contact.
Select “Payment/Billing”: Even without a paid plan, the system often prioritizes billing issues.
Check for the Chat Icon: If a Happiness Engineer is available and your account is eligible, a chat bubble will appear in the bottom right corner of that help page.
Email Support: If chat isn’t showing, submit the form anyway. Billing tickets are usually handled much faster than general forum posts.
