Restore site

  Since my blog was disappeared due for violate ToS, I would like to restore this my site.

  I have been tried creating site this one and it says Limit Reached and also says this:
  > The user is blocked from creating a new site
  
  I did reproduce these behavior, I log out account then login different account, then I did this again to start own site as free, after that, it returns to the first section.
  
  The expected behavior:
  The site didn’t appear after i type and given error message.

  I urge please restore my site ASAP, then I will delete the site after that, or private instead.
