Revamping a site

I am hoping to redesign a site currently owned by someone who is not responding to communications. (It is operated on behalf of a small arts organisation.) We obviously want to keep the url, and we need to keep the site up and running until I have the redesign complete. Will it be possible to port the url across (assuming we can get her consent to do that), or, failing that, to move the new theme and content to the old site (again, assuming we can get consent)?

I read what you said above and noted that you kept using the word “we”.
In fact, companies, organizations and groups of any kind do not own WordPress.COM sites. WordPress.COM sites have sole owners. The sole owner is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
Sharing login information is recommended as it is a security risk. Moreover, only one Admin per site is the recommendation. https://en.support.wordpress.com/user-roles/#administrator
Nothing related to site-administration is off-limits for Administrators, including deleting the entire site. This is why we recommend having only one administrator per blog.
*Note: Administrators are not able to transfer site ownership if they do not own the site. Administrators are not able to revise or manage paid upgrades that are owned by a different user on the site.
