Robot.txt blocked Google from indexing my site

I have not touched my privacy settings but robots.txt has blocked Google from indexing my site for 4 years. How do I get rid of it? I’m using a free plan but I need a Business plan to install plugin to change the codes for robots.txt. What should I do?
