Setting Permanent URL

Hi,
1. How can I add a permanent url? I know that it is on permalink but I can’t seem to find where permalink is, already googled about it but I can’t find any solutions.
2. How not to include the date(published date) on the url?
3. Why does my url did not changed?even if I already changed the title of the post?Best Regards,

The Customization of permalinks is not support here on WordPress.com. This is a feature of self hosted WordPress.org sites. The differences between WordPress.com and WordPress.org are explained here:

It’s not possible to remove the published date from the URL.
3. Why does my url did not changed?even if I already changed the title of the post?
Changing the title of a draft post will automatically update the URL. However, if you change the title of a published post, you will need to update the URL manually.
To update the URL, click on the link icon next to the post title:

I should be on wordpress.org then
WordPress.org provides more flexibility for customizing permalinks, so if that is important to you it might be the better option.
