Setting up Site

Hi, I’m trying to set up a temp site to be worked on for my business during its development. I’ve used wordpress before, but I’m currently stuck at this annoying page that I cant seem to skip paste titled Create a Site Step 5 of 6. It’s forcing me to set it up when I just want to get in and start editing pages.
Can you bypass this or force it to bugger off? or do I need to go elsewhere?

At the moment your account does not own any sites. You need to complete the site creation process first, as you can’t get in and start editing pages on a site that doesn’t yet exist.
WordPress.com does not offer temp or staging sites. A WordPress.com site is created immediately, and fully functional, at a free WordPress.com or .blog subdomain we provide. If you don’t want the site to be accessible you can set it to private so only you can see it. You can use that site for free, or you can upgrade it to a paid plan, and you can use it at the free address we provide for as long as you want, or later add your own domain if you prefer. But the site must be created before you can do anything with it.
If that’s not what you want, you’ll need to go to another hosting provider that offers a staging area for sites, and where you’ll be using the open source WordPress software made on WordPress.org.
Even there you’d need to install WordPress on your staging server, in other words, create the site first, before you’ll be able to make any changes. The only difference with how we do things on WordPress.com will be that a staging site cannot be accessed normally at all, and needs to be migrated to a live site at some point, where on WordPress.com you work on the actual site from day one, and just flip a switch to make it publicly accessible.
