Shipping Cost by City

  Hi, I’m building an online store website operating in Ghana. I’ll like to know if wordpress has a feature or plugin that allows me to have the shipping and billing address’ City and State as drop downs. And also if I could have the shipping cost charged according to the Shipping Address’ City
