Hi there,
Are you able to visit other WordPress.com site like https://en.blog.wordpress.com/ or even log in to your dashboard at https://wordpress.com/ ?
-
Copied from https://en.forums.wordpress.com/topic/site-access-30/
Thank you for response.
No I can’t visit https://en.blog.wordpress.com/
I receive the same message: ‘This site can’t be reached wordpress.com refused to connect.’
I can’t also log in to my dashboard.
I sent this message from WordPress.com app for windows (I must be logged in to reply in my first message ‘ https://en.forums.wordpress.com/topic/site-access-29/ ‘, so I created a new message). Please try using a different browser or a different internet connection to see if that helps.
If you’re able to connect to our servers from the Windows app, you should be able to connect using a browser as well.

Problem not resolved in my own pc, i tried to change the browser and from another internet connection.
However i reply now from my smartphone and i cn access to all wordpress services.
Thank you. -
First, please make sure that your browser is up to date: https://browsehappy.com/
If it is not, please try updating your browser or switching to a different browser.
If it is, please do these two things:
1. Try clearing your browser’s cache and cookies.
2. Try with all browser extensions or add-ons temporarily disabled.
Please let us know how each step goes for you, and which browser (and version of) you’re using if you’re still having trouble.

I have tried all the suggested solutions but the problem is always there.
Now I can access my blog after adding an VPN extension: “BROWSEC” ! -

We shouldn’t have any trouble with that.
That sounds like a mobile/cell network though, are you sure that’s the one your PC is on?
-
Yes exactly. A mobile network that I connect to on my PC through a mobile hotspot.
I was using the same network without issues, and I only recently had this problem. Strangely, this problem only happens with wordpress.com server. -
Ah ok, are you able to check from a different local network by any chance, via wifi? Like a coffee shop, library, etc.
